a bank robbery hostage situation, undercover FBI agent Art Jeffries attempts unsuccessfully to negotiate for more time to defuse the situation. The FBI storms the bank killing the robbers and Art strikes the bureaucratic agent in charge, leading to his demotion to a desk job.
